European Parliament / Protection of Freedom of Religion or Belief / The right to conscientious objection to military service/ approved on 13 06 2013

The European Parliament has approved on 13 June 2013 a recommendation to the Council of 13 June 2013 on the draft EU Guidelines on the Promotion European Parliament recommendation and Protection of Freedom of Religion or Belief (2013/2082(INI)).

"The right to conscientious objection

The Guidelines should include the right to conscientious objection to military service as a legitimate exercise of the right to freedom of thought, conscience and religion; the EU should call on states with a system of compulsory military service to allow for an alternative service of a non-combatant or civilian character, in the public interest and not of a punitive nature, and to refrain from punishing, including through prison sentences, conscientious objectors for failure to perform military service; "

Les lignes directrices devraient indiquer que le droit à l'objection de conscience dans le cadre du service militaire relève de l'exercice du droit à la liberté de pensée, de conscience et de religion; l'Union européenne devrait demander aux États dans lesquels le service militaire est obligatoire de proposer un service de remplacement aux personnes non combattantes ou civiles, dans l'intérêt public et à titre non répressif, ainsi que d'éviter toute sanction, y compris l'emprisonnement, à l'encontre des objecteurs de conscience refusant d'effectuer leur service militaire;"
　
"The purpose and scope of the EU Guidelines are: to promote and protect freedom of religion or belief; to mainstream freedom of religion or belief in EU human rights policies and actions; and to develop clear benchmarks, criteria and standards in order to enhance the promotion of freedom of religion or belief in the work of civil servants and EU officials."
"L'objet et le champ d'application des lignes directrices de l'Union sont les suivants: promouvoir et défendre la liberté de religion ou de conviction; intégrer la liberté de religion ou de conviction dans les mesures et les actions de l'Union en matière de droits de l'homme; fournir des indicateurs, des normes et des critères précis pour favoriser la promotion de la liberté de religion ou de conviction dans les travaux des fonctionnaires nationaux et européens."
